As per Government Order No. G.O. (Rt) 386/86 (Co-operation) dated 30-09-1986, a welfare scheme named “Kerala Cooperative Employees Welfare Fund” was formulated by the State Government for the welfare activities of permanent employees working in co-operative institutions under the administrative control of the Registrar of Cooperative Societies. This scheme was implemented with retrospective effect from 01-04-1986.Later, via Government Order No. G.O. (Ms) 88/92 (Co-operation) dated 22-10-1992, this scheme was renamed as the “Kerala State Co-operative Employees Welfare Board” and its welfare benefits were expanded. By Government Order No. G.O. (Ms) 108/96 (Co-operation) dated 11-11-1996, permanent employees of co-operative institutions under the control of other government departments—such as Handloom, Coir, Milk (Dairy), Fisheries, Industries, Khadi & Village Industries—were also brought under this scheme with effect from 01-11-1996.
Through Government Order No. G.O. (Ms) 27/2001 (Co-operation) dated 31-01-2001, regular commission-based collection agents working in cooperative institutions under the administrative control of the Registrar of Cooperative Societies and other government departments were also included in this permanent employees’ welfare scheme with effect from 01-02-2001. Furthermore, as per Government Order No. G.O. (Ms) 38/2017 (Co-operation) dated 24-11-2017, the activities of the Co-operative Employees Welfare Board were further expanded by including employees working under various Boards functioning under the State Co-operative Department.
Currently, around 83,000 employees from nearly 8,500 cooperative institutions under the administrative control of the Registrar of Cooperative Societies and other government departments have acquired membership in this Board. Action plans are continually being formulated and implemented to enroll more employees into the Board.
The institution functions using the interest accrued from fixed deposits of the combined amount of the monthly contribution paid by the employees and the contribution from their respective employers/institutions.
The Head office of the Board functions on the 7th Floor, Jawahar Sahakarana Bhavan, DPI Junction, Jagathy, Thiruvananthapuram. Regional offices operate in Thiruvananthapuram, Ernakulam, Thrissur, and Kannur.

Thiruvananthapuram regional office manages the welfare activities of employees in cooperative institutions across Thiruvananthapuram, Kollam, Pathanamthitta, and Alappuzha districts (under the administrative control of the Registrar of Cooperative Societies and Functional Registrars), as well as employees under the Thiruvananthapuram Regional Cooperative Milk Producers’ Federation (Milma).
Ernakulam regional office manages the welfare activities of employees in cooperative institutions and societies under other departments in Idukki, Kottayam, and Ernakulam districts, as well as employees under the Ernakulam Regional Cooperative Milk Producers’ Federation (Milma).
Thrissur regional office manages the welfare activities of employees in cooperative institutions and societies under other departments in Thrissur, Palakkad, and Malappuram districts.
Kannur regional office manages the welfare activities of employees in cooperative institutions and societies under other departments in Kozhikode, Wayanad, Kannur, and Kasaragod districts, as well as employees under the Kozhikode Regional Cooperative Milk Producers’ Federation (Milma).
Applications regarding Board membership, various financial assistances, refund of welfare fund contributions, and scholarships for children of deceased employees must be submitted to the respective Regional Offices. The Regional Manager verifies and recommends these applications before forwarding them to the Head Office.
