Medical Financial Assistance (Rule 26 (e))


Medical financial assistance is provided by the Board to employees and their dependents who undergo medical treatments that are included in the Board’s rules.

Definition of Dependents


The following individuals are considered dependents:

• The spouse of the employee.
• Unmarried children of the employee.
• Parents of unmarried employees.
• Parents who are fully supported and protected by married employees.

Frequency of Assistance


• Medical financial assistance is granted only once during an employee’s entire service period.
• However, for treatments categorized under Schedules C and D, an additional one-time grant may be sanctioned exclusively to the employees, over and above the assistance received for treatments under Schedules A and B.
• The detailed schedule containing the list of eligible treatments and their corresponding grant amounts is attached as an appendix.

Terms and Conditions for Medical Assistance


Disability Criteria (Category B, Items 11 (a, b, c)

To qualify for assistance under permanent disability, the physical or mental disability rate must not fall below the following percentages:

1. Moderate: 40% and above
2. Severe: 75% and above
3. Profound/Total: 100%

• The permanent disability must be at a minimum rate of 40%.
• To prove the disability under items 11 (a, b, c), copies of the Disability Certificate issued by a Government Medical Disability Assessment Board and relevant treatment records must be attested by a Gazetted Officer and submitted.

Extension of Treatment Grants


• Employees who have already received financial assistance for treatments under Schedules A and B can also be granted a one-time medical grant during their service period for treatments specified under Schedules C and D, provided it is not for the exact same treatment line.

Submission Timelines


In-Patient Treatments: The application for medical assistance must be submitted to the Board within 90 days from the date of discharge from the hospital.
Acquired Chronic Diseases: For treatments requiring continuous care, the application must be submitted within 90 days from the date of the last hospital visit/examination.
Permanent Disability: Applications for medical assistance regarding permanent disability must be submitted within one year from the date the certificate was issued by the Medical Disability Assessment Board.

Required Documents for Application


To apply for medical financial assistance, the following documents must be submitted:

1. Application Form: The application in the prescribed format (Annexure VIII), countersigned with the office seal by a government officer not below the rank of a Taluk-level officer holding administrative control over the institution.

2. Board Resolution: A true copy of the Managing Committee’s resolution requesting the Additional Registrar/Secretary of the Welfare Board to sanction the medical grant.

3. Service Details Report: A report from the Chief Executive certifying the employee’s date of birth, date of joining service, and official retirement date.

4. Affidavit: An affidavit from the Chief Executive declaring that the employee has not received any medical grant from this Board to date, and undertaking that if any submitted documents are later found to be fraudulent, the received grant amount will be refunded to the Board.

5. Original Medical Certificate: The original medical/treatment certificate in Annexure X clearly specifying the category under which the treatment falls as per the list of approved treatments under Welfare Board Rule 26 (e).

6. Attested Medical Records: True copies of the case summary, discharge summary, and other relevant medical documents duly attested by a Gazetted Officer.

7. Relationship Proof: For those applying for a dependent’s medical grant, a true copy of a revenue document clearly establishing the relationship between the employee and the dependent must be produced.

8. Unmarried Certificate (For Children): A certificate from the Village Officer certifying that the employee’s children are unmarried.

9. Dependency Certificate (For Parents): A Dependency Certificate from the Village Officer certifying that the parents are under the complete protection and care of the employee.
