Roles and Responsibilities
WORK DISTRIBUTION IN THE KERALA STATE CO-OPERATIVE EMPLOYEES’ WELFARE BOARD
For the sake of administrative convenience, the officers and staff in the Welfare Board office have been assigned specific duties and responsibilities. As per the rules of the Welfare Board, the Additional Registrar/Secretary-Treasurer is the administrative head of the Board office and the Vice-Chairman will exercise administrative control over the Secretary-Treasurer.
The Additional Registrar/Secretary-Treasurer is to perform the following duties as per Statute.
(a) | to keep in custody all records of the Managing Committee; |
(b) | to conduct official correspondence on behalf of the Managing Committee; |
(c) | to issue all notices for convening the meetings of the Managing Committee; |
(d) | to keep minutes of all meetings of the Managing Committee; |
(e) | to manage the properties and funds of the Board; |
(f) | to maintain or cause to be maintained the accounts of the Board and to exercise all other powers and execute such other functions as may be assigned to him by the Managing Committee. |
For the speedy and effective execution of the above duties, the Secretary-Treasurer has further distributed the same, among the officers and Staff working under him in the Head Office as well as Regional Offices as mentioned below.
HEAD OFFICE LEVEL
I The Assistant Registrar/Manager:
Manager of the Board is an officer in the cadre of Assistant Registrar on deputation from the Co-operative department and has to perform the following duties.
(a) | Supervision of attendance and leave of the staff in the Head office & Regional Offices |
(b) | All other matters relating to the Establishment in the Head office & Regional Offices |
(c) | Preparation, reconciliation etc of various accounts. |
(d) | Supervision of ER, DG, A, E Sections in the Head Office and Regional offices of the Board. |
(e) | Perform duties as Public Information Officer of the Board. |
(f) | All other duties assigned to him by the Secretary-Treasurer. |
II Senior Superintendent:
(a) | All works related to preparation and issue of the meeting notices, drafting of agenda notes and arrange for the meetings of the Managing Committee. |
(b) | Laison work with other offices/authorities and follow up action in Court interferences |
(c) | To prepare Annual Budget, Annual Reports etc. |
(d) | Arrange for conduct of O and M inspections. |
(e) | Supervision of KROA, KROB, DG sections in the Head Office. |
(f) | All other duties assigned to him by the Secretary-Treasurer. |
III Junior Superintendent:
(a) | Reconciliation of District Co-operative Bank Accounts with the statement of remittance. |
(b) | All works relating to staff meetings of the Board |
(c) | All other duties assigned by the Secretary-Treasurer. |
IV SECTIONS
1. Establishment (‘E’ Section)
(a) | All works relating to the Establishment. |
(b) | Preparation, payment and registering of salaries and wages. |
(c) | Responsible for recovery from salary and its proper remittance. |
(d) | Maintenance of all related books, registers, records etc. promptly. |
(e) | Any other work entrusted by the Secretary-Treasurer. |
2. Accounts (‘A’ Section)
(a) | Preparation and maintenance of all accounts inrespect of Regular Employees and to keep proper records, registers etc. |
(b) | Writing up Day Book and General Ledger and preparation of R and D and other statements required for Audit. |
(c) | Any other work assigned to the section by the Secretary-Treasurer. |
3. Deposits and General (‘DG’ Section)
(a) | Preparation and maintenance of all accounts inrespect of Commission Agents and to keep proper records/registers. |
(b) | Maintain records, registers etc with respect to ‘deposits’ of the Board and ensure timely renewal, withdrawal etc of these deposits. |
(c) | Preparation of proper statements every month and furnishing of annual statements with regard to deposits. |
(d) | Entering of details of FD Certificates in the register and ensure its safe custody. |
(e) | Conducting of general correspondences as per directions of the Secretary-Treasurer. |
(f) | Any other work entrusted by the Secretary-Treasurer. |
4. ‘KRO A’ Section
(a) | Processing of the proposals received from Regional office, Kannur towards Financial Assistance, Medical Assistance and Refund of contribution in respect of Kannur and Kasargod district. |
(b) | All works with relates to cash award, website etc. |
(c) | All other duties assigned by the Secretary- Treasurer. |
5. ‘KRO B’ Section
(a) | Processing of the proposals received from Regional office, Kannur towards Financial Assistance, Medical Assistance and Refund of contribution in respect of Kozhikode, Wayanad, Palakkad and Malappuram district. |
(b) |
All other duties assigned by the Secretary- Treasurer. |
6. ‘ER’ Section
(a) | Processing of the proposals received from Regional office, Ernakulam towards Financial Assistance, Medical Assistance and Refund of contribution in respect of Thrissur, Ernakulam, Kottayam, Idukki district. |
(b) | All other duties assigned by the Secretary- Treasurer |
7. ‘TD’ Section (Tapal & Despatch)
(a) | Receipt and proper registering of Tapals/Couriers etc. and distribute it among the concerned sections promptly. |
(b) | All works with regards to despatch of articles and supply of stationeries to the sections. |
(c) | All other duties assigned to the section vide separate office orders issued. |
REGIONAL OFFICE LEVEL. - TRIVANDRUM
1. Regional Manager
The Regional Manager is an officer in the cadre of Senior Superintendent. Proposals for Admission to the Schemes in the case of employees coming from the districts which are under his/her jurisdiction are processed and disposed by the Regional Manager. Applications for Financial Assistance, Medical Assistance, Refund etc are forwarded to the Head Office for sanction with due recommendations.
Reconciliation of Annexure IV statements with monthly statements of District Co-operative Bank.
The Regional Manager is the Assistant Public Information Officer of the Kerala State Co-operative Employees’ Welfare Board.
All other duties assigned by the Secretary- Treasurer.
2. Junior Superintendent:
(a) | Reconciliation of District Co-operative Bank Accounts with the statement of remittance. |
(b) | All works relating to staff meetings of the Board |
(c) | All other duties assigned by the Secretary-Treasurer. |
SECTIONS
3. ‘TM’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the Co-operative institutions from Thiruvananthapuram district and which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary- Treasurer through the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
4. ‘PK’ Section
(a) | Processing of the proposals towards Admission, Financial Assistance, Medical Assistance and Refund, received from the employees of co-operative institutions from Pathanamthitta and Kollam districts which are under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) | All other duties mentioned in the office orders issued separately. |
5. ‘AI’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions within Alappuzha district and which come under the control of the Registrar of Co-operative Societies, all industrial co-operative societies and coir co-operative societies coming under the control of other departments of the state and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) |
All other duties assigned to the section vide separate office orders issued. |
6. ‘KR’ Section (Ksheeram)
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from all districts of the State which come under the control of the Department of Dairy Development, and submission of the same to the Secretary-Treasurer. |
(b) | All other duties assigned to the section vide seperate office orders issued. |
7. ‘TD’ Section (Tapal & Despatch)
(a) | Receipt and proper registering of Tapals/Couriers etc. and distribute it among the concerned sections promptly. |
(b) | All works with regards to despatch of articles and supply of stationeries to the sections. |
(c) | All other duties assigned to the section vide separate office orders issued. |
REGIONAL OFFICE LEVEL.- ERNAKULAM
1. Regional Manager
The Regional Manager is an officer in the cadre of Senior Superintendent. Proposals for Admission to the Schemes in the case of employees coming from the districts which are under his/her jurisdiction are processed and disposed by the Regional Manager. Applications for Financial Assistance, Medical Assistance, Refund etc are forwarded to the Head Office for sanction with due recommendations.
Reconciliation of Annexure IV statements with monthly statements of District Co-operative Bank.
The Regional Manager is the Assistant Public Information Officer of the Kerala State Co-operative Employees’ Welfare Board.
All other duties assigned by the Secretary- Treasurer.

4. ‘EK’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions of Ernakulam district and which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) |
All other duties assigned to the section vide separate office orders issued. |
5. ‘ID’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions of Idukki district and which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
6. ‘ESTT’ Section (Establishment)
(a) | All works relating to the establishment and proper maintenance of the books, registers records etc. |
(b) | All other duties assigned to the section vide separate office orders issued. |
7. ‘TD’ Section (Tapal & Despatch)
(a) | Receipt and proper registering of Tapals/Couriers etc. and distribute it among the concerned sections promptly. |

(b) | All other duties mentioned in the office orders issued separately. |
4. ‘MPM’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from employees of co-operative institutions of Malappuram district and which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
5. ‘PKD’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from employees of co-operative institutions of Palakkad district and which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Secretary-Treasurer through the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
6. ‘ESTT’ Section (Establishment)
(a) | All works relating to the establishment and proper maintenance of the books, registers records etc. |
(b) | All other duties assigned to the section vide separate office orders issued. |
7. ‘TD’ Section (Tapal & Despatch)

4. ‘KCA’ Section
(a) |
Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the cooperative institutions of Kannur district (commission agents only) which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
5. ‘CW’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions of Wayanad district which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |
6. ‘CT’ Section
(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions of Kozhikode district which come under the control of the Registrar of Co-operative Societies and submission of the same to the Regional Manager. |
(b) | All other duties assigned to the section vide separate office orders issued. |

(a) | Processing of the proposals for Admission, Financial Assistance, Medical Assistance and Refund, received from the co-operative institutions of Kasargod district which come under the control of the Registrar of Co-operative Societies, and submission of the same to the Regional Manager. |

Apart from the above sections, computer operators, attender, peons and part time sweepers are also working in all offices of the Board to enact the effective execution of the above duties. Head office and all other Regional offices are wholly computerized to the better performance and fastest access of its routine activities for the welfare of our near about 60000 subscribers.
